Maximum election amount per year
Is $5,000 the maximum election for a family for a Flex account? Or is it allowable for me to elect $5,000 and my husband could in theory elect for $5,000 on his own Flex account?

Inappropriate?The $5,000 maximum election for a Dependent Care Flex account is per family while any applicable Medical FSA limit (not sure which you were asking about) is per employee.
